He is Chair of the firm's Public Law Practice Group, which provides representation to school districts, counties, towns, villages, emergency medical services, and fire districts. Mr. Kieper is the primary attorney representing the Afton, Binghamton City, Chenango Valley, Groton, Trumansburg and Unatego Central School Districts. He has particular expertise in special education law and student issues. He is special counsel to the Union-Endicott and Whitney Point Central School Districts. He also assists in representing the firm’s other municipal and school district clients. Mr. Kieper frequently provides legal in-service to School District administrators and faculty.
