Professional experience
Mr. Cooney joined Coughlin & Gerhart, L.L.P. in 2005 as Special Counsel. Prior to moving to Owego in 2003, Mr. Cooney engaged in the general practice of law in Washington, DC for 23 years. He practiced for fifteen years with Legal Counsel for the Elderly, a public interest law firm serving the indigent elderly of the District of Columbia. In addition to staff attorney casehandler duties, experience included supervising LCE’s Legal Hotline for Older Americans, Director of LCE’s Private Attorney Involvement Program, and administrator of LCE’s program for fragile elderly which evaluated legal alternatives to Court-ordered intervention. Prior to that, he spent eight years in solo practice of law in Washington DC in all areas of the general practice including Civil and Criminal litigation, Business Law, and advocacy before the Social Security Administration and the administrative tribunals of the World Bank.

Mr. Cooney is a member of the New York State Bar Association as well as the Bar Associations of the District of Columbia and of Maryland. He is a member of the Board of the Owego Revitalization and Betterment Corporation and a founding member of the Board of Directors of the Legal Counsel for Older Tiogans, a pro bono organization formed to increase awareness of surrogate health-care decision making options among the elderly of Tioga County. Mr. Cooney is also a former military officer, having spent twenty years as an Infantry Officer in the US Army, and is a life member of VFW Post 1371 in Owego.
